- The city council resolves the following matters.
- Imposing and collecting usage fees, commissions, charges, local taxes or membership fees, except those specified in laws
- Establishment and operation of funds
- Acquisition and disposition of important assets
- Installation and disposition of public facilities
- Mandatory obligation or the waiver of rights not included in the budget except those specified by laws or in ordinances
- other matters subject to its authority in accordance with other rules and regulations
- Exchange and cooperation activities with local authorities abroad
